Dharna

Arvind Kejriwal

Arvind Kejriwal, the Chief Minister of Delhi, chose to sit on a dharna to call the attention of the Central Government to suspend the erring Police officers who disobeyed the Delhi Minister’s commands.

Why This Happened

Delhi Chief Minister was apparently annoyed over Delhi Policemen for not responding to the advice of the State Government Home Minister, mainly because the Police in Delhi come under the control of the Central Government.

Kejriwal’s reaction was of a new kind as far as the Delhi Chief Ministers are concerned. On an earlier occasion, his predecessor CM Sheila Dikshit just reprimanded in public the then Police Commissioner Neeraj Kumar on his negligence over the incident of Gang rape which shook the country in December 2012. The Police Commissioner did not take this seriously, chose not to quit because of the Gang rape incident, stomping his foot saying that he will not run away from issues. He even said no when an apology was demanded of him for having lathi charged the protesters on that occasion, besides using water cannon and tear gas remedy to disburse the crowd. He maintained that the situation required that kind of action and did not care much on criticisms.
Dikshit on the other hand got away from the issue saying that she was not responsible for Police activities, right or wrong, as they were not under Delhi Government’s jurisdiction. She just chose to write to the Union Home Minister Sushil Kumar Shinde forwarding the observations made by sub-divisional magistrate Usha Chaturvedi that three senior police officers had made it not possible to do video-recording when the victim was making a statement.

The Police Commissioner, who was bearing the hatred of the entire public, firmly denied the charges against the Senior Police Officers. The Union Home Ministry stood in support of the Police throughout the episode.

The Union Home Minister was only operating from behind when his juniors like R P N Singh were doing the firefighting job to face the ire of public through Media personnel. The incident following police action all went to the air in course of time.

If the citizen’s safety is not in the hands of State Ministry, what the Chief Minister of the State can do to protect them? This was perhaps the theme of Arvind Kejriwal’s approach.
Sushil Kumar Shinde is not the only one at the Central Ministry who had shown this kind of attitude. When Shivraj Patil was the Union Home Minister, his attires and impressive appearance were bearing the criticism of everyone, meaning that he least cared for the purpose of the Ministry. It appears he was very particular in changing his dresses in preference to attending to problems.

Even during the past periods, Delhi State Government had been pleaded helplessness with regard to Police actions on erring people and they had always wanted to have control over police for establishing law and order within the State territory.

The only contention for not divesting Police control with the State Government goes with the security concerns on Central Government functionaries and institutions positioned in New Delhi, which is in a way fair. However, this aspect can always be held safe by a Presidential notification allowing the Central government to hold certain powers, even after it had been delegated to the State.

The major Police functions of Delhi such as public order, crime control and investigation activities, can be given to the Delhi State Government, while all the other police interventions can be under MHA.

Finding a solution to this issue will do lot of good to the UPA Government. It is also possible that the UPA Government is perplexed with the fact that the Congress Party is giving outside support already to Kejriwal’s Aam Aadmi Pary (AAP) forming the Government.

Holding the Police Power with the Centre has helped in a few earlier occasions where the Central Government could keep the Delhi State Government under its thumb’s control, may also be a fact to be kept in mind. AAP Minister Somnath Bharti’s enthusiasm in making midnight rides on immoral activities, has certainly given a  political strategy scope for the Congress Party to pull down a new entrant to the politics claiming high stakes in the Country’s management.

On Social Media

Social networks are seeing Kejriwal’s action of dharna with a mixed opinion sharing scenario. Some are sceptical, some are supportive and some are shouting with rage too.
Some of the hashtags(#) in microblogging websites such as Twitter have made disastrous quips on Delhi Chief Minister and his six accompanying Ministers, who staged a dharna demanding suspension of SHOs and ACPs who have erred in their duty obligations.

Parents

Arvind Kejriwal belongs to the small village called Siwani in the state of Haryana. He born there on 16th August 1968 and his parents were Gobind Ram Kejriwal and Gita Devi, a couple with good educational background.

Gobind Ram worked as an electrical engineer, after completing his graduation from Birla Institute of Technology (BITs) in Mesra. He brought about a number of changes to the residence of the family.

Wife

Wife of Arvind Kejriwal is Sunita, who also is an IRS officer and was from the same batch in the National Academy of Administration in Mussoorie and again in Nagpur in National Academy of Direct Taxes.

Both of them got through Indian Revenue Service (IRS) at the same time and their love story started in the centres where they were getting their training and then came to the decision of getting married.

Children

The Kejriwal couple has a son and daughter. Harshita, his daughter aged 17 and son is 12 years old, whose name is Pulkit. Both the children are proud of their father, but are unfazed by the high profile status of their father.

Chief Minister

Arvind Kejriwal

On 28th December 2013, Kejriwal became the second youngest Chief Minister of Delhi after his swearing in. Chaudhary Brahm Prakash was the first youngest CM at the age of 34. Presently, Kejriwal holds the portfolios of Power, Home, Finance, Planning, Vigilance and those ministries which have not been allotted yet.

After the year 2012, Kejriwal parted ways with the movement of Anna Hazare and joined politics with the formation of Aam Aadmi Party (AAP). When elections for Delhi happened, AAP got 28 seats in Delhi out of the total of 70 seats, fighting the elections with public donations. He won his seat by a margin of about 25,000 votes from the constituency of New Delhi defeating Sheila Dikshit, who had been the CM for three terms. Prior to the elections, a sting operation came into light, this was targeted to expunge AAP and the party survived through this patch. Then in December 28th, Arvind Kejriwal became the 7th Chief Minister of Delhi when he took oath.

Jan Lokpal Bill

Arvind Kejriwal- Jan Lokpal Bill

The Jan Lokpal Bill was the part to improve the working of government official in the government departments. The main person, who landed this movement, was Anna Hazare and it all started in the year 2011. Large number of people from different parts of the country landed to Delhi for the Hunger strike so that they may communicate their voice to the government of India.  Arvind Kejriwal was the people, who along with the other supporters like Shanti Bhushan, Prashant Bhushan, Kiran Bedi and Santosh Hegde. These are the members of the group who drafted the bill in front of the government. Anna Hazare acted as the leader of the Bill but the main person who landed it smoothly to a huge success was Kejriwal. He had done lots of effort to provide this start o a good end.

The committee decided to start their campaign from Delhi itself as this is the place where all the officials of government sit and they listen to the words of people. They started their movement from Ramlila ground in the city and the Hunger Strike was started on August 15, 2011. Though, the movement was pre organized, the activisms along with Anna Hazare and others were arrested by the Delhi police due to unusual gathering of the people without any prior information to them. They were released on the same date as the protest was on fire. The Hunger Strike was the point where the government of India has to bow down them and they considered three points of the bill after the strike of 12 days and a protest from other parts of the country too. The India Against Corruption got good success due to the large support from the people and also from the team members of the committee. The all credit was landed in the account of Arvind Kejriwal and he became the national hero for the Indians against corruption.

Aam Admi Party

Corruption has led the so many common men in India to get out on to external world and wage a war like never before.  The anti- corruption movement had led to the skinning of the greed and the dirty face of our leaders. The realization that there is no selfless party bothered about the needs of the common India has sunk in. All leaders in politics today were given a last chance to focus on the needs of the people through the Janlokpal Movement. When nothing worked, for the last couple of years, we have left no stone unturned in our efforts to get the rulers listen – quiet objections, offering ourselves to arrest and imprisonment, going without food for unlimited periods and then many cycles of talks and dialogues with our ruling leaders. All our efforts to formulate stringent rules against corruption have fallen on deaf ears. In spite of all these efforts combined with the support of the common man towards framing a law against corruption, the ruling, opposition and all other leaders have not given in and have brought the axe down on the Janlokpal Bill.

Election Symbol

This political party is extremely pleased to talk about the designated symbol that has been approved by the Election commission is the ‘Broom or Jhaadu’ and will be the same across the 70 seats in Delhi. This can be considered the second step towards tidying up Indian politics after the first step of registration. The symbol pictorially represents that the party is all set to clear the dirt that has accumulated in our political systems. This also means that the politics should be swept clean to remove all the corruption in our politics.

Key Agenda Items

Jan Lokpal Bill

The Aam Aadmi aims at affecting the strong law against corruption called the Janlokpal with the view of eradicating corruption in India. This bill will enhance the public in registering complains and even put them in prisons.

The current scenario of an anti -corruption suit is that it goes on and on in the courts and there are many elections that come and go during this time and the corrupt politicians win elections and are a part of more corruption. There are instances when the politicians even breathed their last before the rulings were passed against them. Janlokpal Bill is all set to speed up the process and the judgment will be taken in six months from the time of the case filing. The highlight of this case when the political leaders are found to have erred, then they will be subjected to imprisonment for either a year or more according to the intensity of the corruption. Along with this, the leader’s property will come under the control of the government and they will also lose their post.

Right to Reject

The problem that is plaguing our voting system now is that in spite of knowing that all contestants are corrupt, we are forced to case our vote for one of them, so most of us end up wasting our vote on somebody we don’t have any trust. Since we know this, People’s Party aim at offering another choice for the voters and that is giving a Reject All option at the end of the screen. So, if as a vote castor do not like any of the candidates lined up then he/she may choose to press “reject all”. In constituencies where most voters have cast the vote against this button, the elections are cancelled and all candidates disqualified. A new set of candidates will have to be listed and one of them will be selected in another set of elections again.

Right to Recall

In the event of us voting for one of the candidates and that person winning the election, after their victory they focus only on accumulating wealth for themselves and do not bother about the people who voted them to power. In the existing scenario, the citizens have to live with their choice until the next elections five years later.  We, who form the People’s party, in an effort to change this, are thinking of the Right to Recall, where the citizens can go ahead with their rejections and can submit a request at the election commission and get the MLA or MP who are corrupt recalled and re-elections announced.

Political Decentralization

The challenge that our government experiences today is that the politicians are not bothered about the needs or the problems of the public. This situation prevails all across India. There are needs of fundamentals but the focus of the governments is elsewhere. The resolutions that could make or break the life of many Indians are made by politicians who sit in the safe confines of the Parliament. The country runs on the whims and fancies of these leaders.

We, the members of the People’s Party firmly believe that the common public needs to play an integral part in making decisions that are important for them. Indian democracy is waiting for this modification easily. Since there is nothing for them in it, none of the current ruling governments will effect this change for the good.  That is precisely why we at the People’s party want to make our entry into politics.

The trend that is seen today is that all major and minor conclusions impacting the country are made by the elected members and there are a few prominent heads of the corporate world that look for their own benefits. The public have no visibility to these decisions and this is possible only when the Right to recall comes into effect.  Without this what happens is that once the power is entrusted by the mode of votes to these politicians they take the power in their hands and start swindling money of the people.  Since this is quite against the principles of democracy, we want to ensure the government is for the people and of the people. That is why our Aam Aadmi Party is looking at empowering the common public in a bid to create a new democracy.
